Management and Organization Division manages all NWS human
resource policy activities, controls and allocates NWS
staffing and FTE resources, manages organizational design,
position management and orientation activities, and provides
organizational development and training support.
The Division conducts and/or coordinates organizational and/or
staffing studies and cost analyses designed to meet current
and future mission needs in the most efficient and cost-effective
The Division coordinates national level labor-management
relations matters within the NWS.
The Division provides a liaison with the General
Accounting Office, Office of the Inspector General, and
other investigative agencies, coordinates activities to provide
reasonable assurance that NWS programs are free from waste,
fraud or abuse, and assures compliance with Federal contracting

The Division also provides general executive and administrative
support including management of the NWS
Directives System (NDS), Freedom of Information Act and
Privacy Act implementation, and incentive
Executive Affairs Office (EA) is the focal point for
all NWS-wide actions assigned by or prepared for signature
by the Assistant Administrator for Weather Services and the
Deputy Assistant Administrator for Weather Services.
The Office is also responsible for Senior Executive Service
(SES) recruitment and performance activities, and other programs
such as the FAIR Act (A-76) and hardship transfer.
