John
is the Director, Office of Operational Systems,
of the National Oceanic Atmospheric Administration’s
(NOAA), National Weather Service (NWS), part of the U.S.
Department of Commerce. As Director, he is responsible
for maintenance and field systems operation of NWS systems
that collect and distribute weather data worldwide. He
is also responsible for acquisition and life-cycle support
of new systems or major improvement to existing systems.
The Office of Operational Systems also has management
oversight for the Radar Operation Center in Norman, Oklahoma,
and the National Data Buoy Center at Stennis Space Flight
Center, Mississippi.
He
has been employed with the NWS since 1989. During his
tenure with the NWS he has served as the Senior Electronics
Engineer in the Systems Evaluation Branch, Office of Systems
Operations; Deputy Branch Chief for Surface Observations,
Office of Systems Operations; Chief, Engineering Division,
Office of Systems Operations; and through reorganization
Chief, Maintenance, Logistics and Acquisition Division,
Office of Operational Systems. He helped design and implement
projects spanning the entire range of operational weather
systems. He has also been responsible for major acquisitions
of new systems and upgrades to existing one. John previously
worked in industry for 18 years in design and systems
engineering, logistics support, acquisition and program
management. He worked for Northrop Corporation (Northrop-Grumman
et al), Aeronautical Radio (ARINC) Research Corporation,
and CACI.
He
graduated from Northeastern University in 1969, with a
bachelor’s of science degree in electrical engineering.
In 1973, McNulty earned a master’s degree in technology
management from American University with concentration
in operations research and computer systems. A year later,
he earned a graduate certificate in computer systems/science
from American University.
