The MS-WINDOWS version was created using WINZIP.  It was first zipped up and then converted to a "self-extracting zipfile", which is an executable .exe file.  The user does not need WINZIP on their computer to extract the files.  The user should create a new directory in MS-WINDOWS, move the .exe file to that directory and then double click the .exe file to start the extraction process.
