NOUS41 KWBC 151455 AAA PNSWSH Technical Implementation Notice 13-20, Amended National Weather Service Headquarters Washington DC 1055 AM EDT Fri Oct 25 2013 To: Subscribers: -Family of Services -NOAA Weather Wire Service -Emergency Managers Weather Information Network -NOAAPORT Other NWS Partners, Users and Employees From: Tim McClung Science Plans Branch Chief Office of Science and Technology Subject: Amended: Addition of mean total sky cover to 1200 UTC extended-range GFS MOS text and BUFR messages, effective November 5, 2013 Amended to change the implementation date from October 15, 2013 to November 5, 2013 On Tuesday November 5, 2013, beginning with the 1200 Coordinated Universal Time (UTC) model run, the NWS Meteorological Development Laboratory (MDL) will update the 0000 UTC mean total sky cover and add mean total sky cover to the 1200 UTC extended- range Global Forecast System (GFS)-based Model Output Statistics (MOS) text (MEX) messages. At present, mean total sky cover is available in the extended-range message only for the 0000 UTC cycle. This change will slightly alter the format of the 1200 UTC MEX message because a line for total sky cover will be added to the existing bulletin. After the change, the format of the 1200 UTC MEX message will be identical to that of the 0000 UTC message. The communication identifiers for all products affected by this change are listed in Tables 1 and 2 below.
