Attached is a status report on the WHFS site-specific model. Keep in mind that this model is not intended to produce forecast hydrographs with the accuracy or completeness of NWSRFS. It is intended as a local, PRELIMINARY, assessment for significant site-specific events while keeping support and use costs at an acceptable level. It definitely performs better than the headwater table
approach and if it will provide at least similar results as other site-specific models used around the country, it is a step in the right direction. We realize that not all RFC's provide site-specific guidance to their WFO's and that not all WFO's have a site-specific model need.

A word about the rainfall-runoff equations used in this model. They are based on the MBRFC API model, These were selected because our headwater tables are defined using those equations and should be adequate for purposes of this model version. As more performance data is collected, other rainfall-runoff relationships can easily be inserted.

I am considering a conference call among the RFC's in 2 weeks or so to discuss the concept if you think that would be helpful. In the mean time, feel free to contact me with comments and questions.

PLEASE remember, this is a beginning, not full-blown site-specific model. We need to provide an initial WHFS model and get some feedback before we know what improvements are required. Thank you.
