Chief, Contingency Exercises A native of Massachusetts, Captain Watts is a 1985 graduate of the Coast Guard Academy. His first assignment upon graduation was as Deck Watch Officer/CICO in USCGC DALLAS, where he participated in numerous counter-narcotics deployments, naval exercises, and in recovery operations for Space Shuttle CHALLENGER. Following this initial afloat tour, he was assigned to CGLANTAREA/USMARDEZLANT as a Coastal Defense Exercise Planner, overseeing the servicewide fleet exercise and wargaming programs and development of U.S. coastal defense/anti-submarine strategy. Returning to sea in 1990, Captain Watts served as a Navy Exchange Officer in USS JOSEPHUS DANIELS (CG 27), earning Navy Surface Warfare (SWO) designation. He was subsequently assigned to the Fifth Coast Guard District Readiness/Exercise branch, where he designed and implemented the Disaster Preparedness Exercise program and CG participation in the Joint Special Operations Exercise program. Returning to sea in 1994 as Operations Officer in USCGC TAMPA, he participated in Operations ABLE MANNER and ABLE VIGIL, in which TAMPA rescued over 2,500 Haitian and Cuban migrants. In 1996 he was assigned to a subsequent tour afloat as Operations Officer for Coast Guard Squadron 42, a joint CG-USN afloat staff, where he acted as battle group Operations Officer for another UNITAS deployment, and designed and executed Operations FRONTIER SHIELD and FRONTIER LANCE, two of the largest counter-narcotics operations in CG history. In 1998 he reported to USCGC DECISIVE as Executive Officer for a third consecutive sea tour, bringing the post availability cutter back to the fleet as a Plankowner, conducting 2 years of counter-narcotics operations in the Caribbean. Assigned ashore in 2000, Captain Watts was given command of the Coast Guard Training Quota Management Center (TQC), responsible for oversight of all pipeline and resident training throughout the Coast Guard. He assumed command of USCGC STEADFAST (WMEC 623) in 2002; during a two year tour he conducted Pacific homeland security operations, drug interdiction, fisheries enforcement, and maritime/naval security in support of loadout operations for Operation Iraqi Freedom. Following command, he was served from 2004-2006 as the CGLO to the Chief of Naval Operations (N3/N5) where he worked CG/USN issues and helped to draft the plan for Maritime Doman Awareness. From 2006-2008 he was assigned as the Chief of Interdiction at CGHQ, where he oversaw the USCG Drug and Migrant interdiction programs, including drafting the STEEL WEB, SOVEREIGN SHORES, and VIGILANT SENTRY Oplans. From 2008-2010 he served as the CG Chair at the National War College, where he taught courses in Strategy and Homeland Security. He reported to his current position as Chief of Contingency Exercises in August 2010. Captain Watts holds post graduate degrees from the Naval War College (Strategic Studies), Old Dominion University (History), American Military University (International Naval Studies), and the Naval Post Graduate School (Homeland Security). He is currently a Doctoral candidate at the Royal Military College of Canada in the War Studies Program. He has been published numerous times in USNI PROCEEDINGS, and won the 1998 USNI Colin Powell Joint Essay Contest.
