James Overland Dr. James Overland is a research oceanographer at NOAA's Pacific Marine Environmental Laboratory in Seattle and an affiliate professor in the Department of Atmospheric Sciences at the University of Washington. His very productive scientific career has focused on both physical and ecological systems in the Arctic.

In this presentation, Dr. Overland discusses recent changes in the Arctic and the possibility that they are related to extreme weather events in the mid-latitudes.
