Climate Data Stewardship - Data Quality Control
To meet the rigorous, long-term needs of the climate record. The current data quality control process includes a number of improvements.
Datzilla is a web-based system that reports and tracks data discrepancy resolution in historical NOAA data sets and products. It was developed by our partners at the Southern Regional Climate Center in 2004. Data discrepancy reports may involve observed climate data, data access or management systems, or metadata. Datzilla is an interactive system that allows both authorized error reporters (e.g., NWS WFO CSFPs, Observations Program Leaders, or Data Acquisition Program Managers; SCs, climate community partners; etc.) and data managers to communicate with each other, to report data discrepancies, and to monitor the error reporting process from start to finish.

An important data quality control tool developed at NCDC is the Web Search Store Retrieve Display (WSSRD). WSSRD provides over 40 million images of original observer submissions via the internet to NOAA staff. Document images are organized by category and can be used to verify and/or correct the data discrepancies in the climate record. Access to the original records for NOAA staff allows for rapid assessment of data discrepancies and further action where warranted to correct invalid data.

Another powerful data quality control tool that was developed at NCDC is “Health of the Networks (HoN).” HoN provides a set of performance measures used for monitoring various NOAA observing networks including COOP. Performance measures include data completeness, quality, and validity as well as period of record, missing stations, and receipt timeliness on a monthly basis. These measures allow NWS WFO staff to track the performance of individual observers and make corrections as necessary. HoN provides timely statistics on how well COOP stations are operating.
