There is no national standard format to fill out this form, may be some standards at regional level. E3 - Flood Stage Report, filled out when flood stage was reached or exceded. Information includes for each forecsat point, day and time flood stage was reached, crest, day and time the river fell below flood stage. E-3 and E5 are monthly reports due by the 15th of the following month. A copy is sent sent to the HIC in NWSH and the regional office. The hydrology program manager is responsible for ensuring the E5 and E3 forms are filled out every month and distributed. E-19 - River Gage Reports The hydrology focal point is responsible for keeping existing E-19s up to date and creating new ones for new river forecast points. E-19s need to be updated after significant floods, and at least every 10 years. Later in the course there will be an exercise to gather information and complete an E-19. NWSLI - prepare and submit requests for NWSLIs using on-line form. This function mey be performed by other staff members. Many time the DAPM is involved with this process. Service Assessments: After a major flood, a service assessment may be conducted at the offices involved with the flood. The hydrology program manager may be asked to prepare documentation for those assessments. (summary of flood, how the office handled the flood, etc..)The HPM also needs to develop procedures to: Provide hydrologic services backup. This would include getting all the data and documentation needed from the backup site, documenting the steps to take to provide hydrologic service backup, etc.. Provide forecasts for locations not supported by the RFC. In some cases WFOs provide forecasts for points not suported by the RFC. Local procedures are developed by the HPM to provide this service. Examples of how to develop such procedures will be covered in class later. All operational staff have responsibilities related to the office hydrology program. Hydrologic operations should be integrated along with all other office functions. As with other office programs, the MIC has the ultimate responsibility for the hydrology program. The MICs will be held accountable for the performance of the office in meeting its hydrologic program requirements. The Hydrology Program Manager is responsible for managing the program for the MIC. He/she is responsible for ensuring that adequate processes, procedures, and training programs have been implemented to ensure the office is prepared to meet customer requirements related to the program. They should keep the MIC appraised of programmatic problems, shortcomings, and issues. They should also provide advice to the MIC in how to best alleviate problems, shortcomings, and issues in order that the office can improve products and services to NWS customers.The purpose of this session is to provide an overview of the primary duties and responsibilities related to the hydrology program. The items covered here are by no means inclusive. Also, there is no intent to imply that all of these duties and responsibilities must be performed by the service hydrologist or hydro focal point. As the program manager, they should ensure that all of these tasks are accomplished by someone. This discussion will conclude with some ideas for approaches which can be used to distribute these duties and responsibilities among the office staff and, if applicable, between the supporting service hydrologist and the hydro focal point. Many of the duties listed in this presentation will be covered in greater detail sometime during this course. The hydrology program manager is responsibile for assessing the overall needs of the program. They are the office expert on the river and flood products and services required by customers and partners within the HSA. They are also the resident experts on the processes, procedures, and data needed to meet these customer needs. Hydro program managers should work with the WCMs and MICs in the office's customer outreach program. They should assist in educating customers to NWS capabilities regarding the hydrology program and in the development of methodologies to meet customer requirements for products and services. Hydrology program managers should keep their MICs abreast with the status of the hydrology program, including ongoing projects and unmet programmatic requirements. They should provide their MICs with suggestions for meeting hydrology program deficiencies and with information on which to base office policy decisions related to the hydrology program.The hydrology program manager should be the office expert on data used by the office to prepare hydrologic products and services. In this role, they should have a thorough understanding of how all of the data flows into the office and through the office automated systems. The hydrology program manager should periodically review the functionality of the office data systems and suggest improvements when needed. They should take a lead role in the development, training, and implementation of office procedures for recovering from data outages. The hydrology program manager should also take a lead role in the establishment, traning, and implemenetation of data quality control procedures to ensure that data from NWS and non-NWS networks is at maximum availability.Data from satellite data collection platforms (DCPs) has become a mainstay of the NWS hydrology program. The hydrology program manager should have a thorough understanding of how DCPs and how data from them reaches his or her office. They should work with the HADS group to ensure maximum effectiveness in receiving DCP data. Hydrology program managers should constantly assess the data network within their HSA to identify areas of data deficiencies. They should make certain that the MIC, serving RFC, Regional Office, and cooperating agencies are aware of these deficiencies and be able to provide documentation and justification for establishing new data sites should the opportunity arise. Hydrology program managers should work closely with the office personnel involved with the cooperative observer program in locating sites, recruiting observers, and ensuring that data critical to the hydrology program is collected by that program. Hydrology program managers should also work with WCMs and cooperators in establishing, maintaining, and enhancing local data networks, including local flood warning systems.Hydrology program managers have a significant role in the management of the AWIPS WHFS Database. They should ensure that this database contains of the the data locations critical to the office hydrology progran AND those stations which are necessary to provide back up services for other offices as designated by regional directives (ROMLs). The hydrology program manager should also ensure that the databases in other office systems which are used to support the hydrology program are accurate and up-to-date. Such systems would include HYDROMET, ALERT, IFLOWS, etc.The hydrology program manager is responsible for ensuring that all office personnel receive the training needed to accomplish their responsibilities related to the program. This does not mean that the program manager must provide all of the training, rather that they need to make arrangements for such training which is outside their ability to provide. Training should be provided in office operations related to the hydrology program (i.e., data qc, monitoring hydrologic situations, preparing hydrologic products, and responding to customer requests). Training should also be provided in basic hydrologic principles and the hydrology of the HSA. The serving RFC(s) may be of help with training in these latter two areas should on-site expertise not be available. Hydrologic training should include practice or drills which may or may not be part of larger station drills. The hydrology program manager should work closely with the WCM and/or SOO in developing and implementing these practice modules and station drills.Hydrologic training at each office should include detailed instruction on the use of WHFS to monitor, evaluate, and respond to hydrologic events. Instructions should also be provided on any other systems used in the office hydrologic operations such as, HYDROMET, ALERT, IFLOWS, etc. The hydrolgy program manager is again responsible for ensuring that all office staff receive the training necessary to use all of the tools available to perform the hydrologic program functions of the office. The hydrology program manager should ensure that the office staff is current on all QPF processes, policies, and procedures and that their office is involved with the QPF at an appropriate level. The hydrology program manager also has a responsiblity for his/her professional development. They should be well versed in RFCs functions, procedures, and operations as well as being current on hydrologic issues impacting their HSA. Hydrology program managers should avail themselves to appropriate formal hydrologic training, seminars, workshops, and symposia. An active approach to professional development will ensure that the program manager is in a position to make recommendations for the improvement of their program. Such an approach will also serve to prepare them for future personal opportunities. As mentioned at the beginning of this discussion the hydrology program is an office responsibility. Office involvement in hydrologic operations is absolutely essential for the NWS to deliver the products and services our customers and partners require and have come to expect. Task assignments can be variabgle from office to office, region to region. However, it is the hydrology program manager's responsibility to ensure that adequate documentation and training has be provided so that whoever is on shift can accomplish the duties required. A set of instructions for routine products and one for flood products should be considered the minimum for office operations. Documentation and instructions for handling non-routine products such as, spring flood outlooks and drought statements, should also be available to the staff. The role of the hydrology program manager is to ensure that this material is available, current, and is understood so that the products and services can be provided even when the hydrology program manager is absent from the office. The hydrology program manager is responsible for ensuring that the tools used to monitor, analyze, and product products for hydrologic situations are fully functional. They should provide adequate documentation and instructions on the use and maintenance of such systems so that the office staff can perform operations and routine recoveries from outages. As the hydrologic experts in the office, the hydrology program managers should assist with media interviews regarding actual or potential hydrologic eventsThe HPM is responsible for the Hydrology Services Manual. All information in the manual needs to be kept up to date. Chapter E-24 of the WSOM describes the content of the HSM. Station duty manuals also have a section dedicated to hydrology. The HPM should ensure that this section is current as well.The HPM is responsible for developing, documenting and maintaining hydrologic procedures in the office. This includes: Procedures to follow to evaluate hydrologic situations and issue proper products Procedures to follow in the event of a dam failure Such procedures need to be documented and available at all times to the forecasters. Also includes: Procedures on how to use and maintain WHFS and other hydrologic operational tools in the office Developing and maintaining RiverPro templates to issue hydrologic products. The HPM has an active role in interacting with other agencies. He/she needs to coordinate with all local, state, and federal agencies that are related to the hydro program of the NWS. Coordination activities include data issues, reservoir operations, dam failure exercises, etc.. The HPM also represent the NWS at seminars, meetings, conferences related to hydrology. The HPM and/or WCM needs to conduct outreach to communities and groups to encourage flood preparedness activities, and promote the role of the NWS in flood forecasting. When changes in services occur, the HPM is responsible for coordinating these changes (i.e. flood stage change) with all involved agencies and entities. HPMs are required to do work out in the field to effectively run their program. Field work is needed to collect information for E-19 preparation or update, to establish flood stages, evaluate hydrologic services needs. After flood events, the HPM should conduct field assessments to assess damage, how channels may have changed as a result of the flood, etc.. To keep the forecast points procedures up to date, the HPM must ensure that flood stages are valid and re-define them if need be. The HPM must also ensure that the forecast point is representative for the area they are used for. The HPM must also improve hydrologic services in the HSA by adding forecast points in coordination with the RFC when and where needed. All pertinent information about the river forecast points must be kept up to date in WHFS. Coordination between the WFO and the RFC and other WFOs is another critical function of the HPM. He/she is responisble for keeping the RFC informed of the WFO needs (timeliness of guidance, need for additional forecast points, etc..). He/she must also ensure that the WFO is meeting the needs of the RFC (data requirements for example). The HPM should also coordinate with the RFC on improving guidence and forecasts.
