Establishing a New Forecast Point
Before requesting new hydrologic forecast points the HSA office should first contact the RFC to see if the request is operationally feasible. If the RFC deems it reasonable, a request for a new hydrologic forecast must be authorized by the Region HSD Chief prior to procedure development in the RFC. This includes all forecast services with the exception of self-help forecasting schemes.
Notes:
This is not normally done by the Hydro Focal Point...involvement of the HFP in this process varies tremendously from office to office.
As always....establishing a new forecast point is a balance of available resources, funding, calibration requriements, and RFC/WFO priorities.
