Seasonal Temperature Forecast Skill

US surface temperature seasonal forecast skill score

The figure shows the 48 month running mean of T. Heidke skill score for seasonal forecast of US surface temperature.   Each score plotted is an average of scores over the last 48 three month "seasons" over a four year period.  This skill score has been established as GPRA* performance measure. 

*  The requirement to demonstrate program impact was mandated in 1993 through the Government Performance and Results Act (GPRA).  GPRA required all Federal agencies to develop strategic plans to ensure that services were delivered efficiently and in a manner that best suits client needs, and to develop indicators of performance to demonstrate their agency's impact.
