  2. The Twelfth World Meteorological Congress (1995) adopted Resolution 40 (Cg-XII) - "WMO Policy and Practice for the Exchange of Meteorological and Related Data and Products Including Guidelines on Relationships in Commercial Meteorological Activities".

    When adopting the Resolution, Congress reminded Members of their obligations, under Article 2 of the WMO Convention, to facilitate world-wide co-operation in the establishment of observing networks and to promote the exchange of meteorological and related information in the interest of all nations, and urged Members to implement the practice on the international exchange of meteorological and related data and products.

    According to the practice adopted by Congress, all meteorological and related data and products required to fulfil Membersí obligations under WMO Programmes would be encompassed by the combination of essential and additional data and products exchanged by Members. In Annex 1 to Resolution 40 (Cg-XII) Congress urged Members to make known to all Members, through the WMO Secretariat, those additional meteorological and related data and products on which Members placed conditions related to their re-export for commercial purposes outside the receiving country (or group of countries forming a single economic group).

    WMO publishes the notifications issued by Members and relevant international centres on additional data and products normally twice per year (April and October) by means of circular letters. These letters also include the conditions the originators place on the data and products. The complete list of additional data and products is available on the WMO server at the following location: http://www.wmo.ch/web/ddbs/jen/AdditionalData&Products/index.html. Updates, received in the WMO Secretariat will also be included in the Operational Newsletter.

  3. GENERAL PRESENTATION AND LAYOUT

2.1 Region

The list of Additional Data and Products is arranged in sections corresponding to the World Meteorological Organization regions:

Region I - Africa
Region II - Asia
Region III - South America
Region IV - North and Central America
Region V - South-West Pacific
Region VI - Europe

2.2 Country

Name of the country where the centre is located.

2.3 Centre

Name of the Centre which originates the bulletin or controls the originator of the bulletin.

2.4 Date

Date which the data for the country becomes effective. Presented in the form of day/month/year (eg 17/05/1963 for 17 May 1963).

2.5 Observation or Product (Grid/Grib)

Indicate whether bulletin is observational or products.

2.6 Abbreviated Heading

CCCC

CCCC of the abbreviated heading.

Full details as regards abbreviated headings are contained in WMO Publication No. 386 - Manual on the Global Telecommunication Systems. The list of international four-letter location indicators (CCCC) is given in Publication No. 9, Volume C - Catalogue of Meteorological Bulletins.

2.7 Code Form Used

The code form used for coding of data or products contained in the bulletin. It is desirable to set the code form in accordance with specifications in WMO Publication No. 306 - Manual on Codes. The indication "Plain Language" is given for those bulletins that are not in coded form.

2.8 Time Group (GG)

Times in UTC for the bulletin issued at a fixed time everyday. This field may be the same as GG in YYGGgg group of the abbreviated heading. Day of month for the bulletin issued on a fixed day every month. Other comments on issuance of a bulletin can be inserted in "Remarks" field.

(a) For bulletins containing meteorological reports the standard time of observation in UTC;

(b) For aerodrome, route and area (aeronautical) forecasts: the full hour in UTC preceding the transmission time. For other forecasts and analyses: the standard time of observation in UTC on which the forecast or analysis is based;

(c) For other messages the time of origin in UTC.

2.9 Content

Contents of the bulletin. This column gives the international index number or the international four-letter location indicator of the stations whose reports are included in the bulletin (eg station index numbers, ICAO location indicators).

For GRID and GRIB bulletins, area of coverage and grid spacing should be inserted in this field.

2.10 Remarks

Used for any information not described in the preceding fields. In cases where the contents of a GRID/GRIB bulletins differ from those derived from the abbreviated heading, such information a parameters on actual contents should be inserted in this field. The indications - SHIP, AIREP and CODAR are also used when appropriate.

3. UPDATING

The Secretariat of the World Meteorological Organization (WMO) seeks to maintain a high standard of accuracy in the material published. Readers are kindly reminded that changes/updates to their sets of additional data and products, related to Resolution 40 (Cg-XII), are to be sent to the Secretary-General by way of formal correspondence.
