VERY HEAVY RAINFALL FROM A THUNDERSTORM OVER THE WARNED AREA AND
CALLS TO LOCAL LAW ENFORCEMENT REVEAL THAT MANY ROADS REMAIN CLOSED
DUE TO HIGH WATER. HEAVY RAIN HAS STOPPED FOR NOW SO THE AREAL FLOOD
WARNING WILL REPLACE THE FLASH FLOOD WARNING THAT HAD BEEN IN

* Forecast:  The river is forecast to rise back above flood stage late
  Wednesday night and continue to rise to near 26.3 feet Friday evening.
  Additional rises are likely.
* Impact:  At 25.5 feet...State Route P east of Elsberry begins
  flooding just east of the levee.
* Impact:  At 25.3 feet...The road to Port Marmac, about 15 homes just
  south of Clarksville, begins flooding.

* Minor flooding is forecast.
* Forecast:  The river is forecast to rise back above flood stage early
  Wednesday afternoon and continue rising to near 28.1 feet Sunday morning.
  Additional rises are likely.
* Impact:  At 28.5 feet...Much of County Highways B and C in eastern
  St. Charles County are flooded.
* Impact:  At 27.5 feet...At this stage, Lock and Dam 25 will
  stockpile 200 tons of sand, 12,000 sandbags, and 10,000 square feet
  of polyethyline plastic as a precaution.
* Impact:  At 26.0 feet...Flood Stage.  Highway B in eastern St.
  Charles County floods near the Dardenne Creek bridge.

Heavy rainfall has lead to river levels of the Colorado River to enter
flood stage in parts of Mitchell and Scurry County.  Deep Creek and the
Colorado River at Ira are forecast to crest around 11-14 ft this afternoon.
The Colorado River at Colorado City is forecast to crest around 18-21 ft
overnight from routed and local flow.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area.  Vehicle-related fatalities are the
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to
cross it.  You and your vehicle could be swept downstream in rushing
floodwaters.  Turn around, don`t drown!

River levels are high.  Ranchers and farmers should move livestock
