  RAINFALL AMOUNTS IN EXCESS OF 2 TO 3 INCHES...WITH LOCALLY
  HIGHER AMOUNTS...IN WESTERN ARKANSAS FROM SUNDAY AFTERNOON
  THROUGH MONDAY MORNING.

* THE SOIL ACROSS MUCH OF ARKANSAS REMAINS SATURATED FROM THE
  HEAVY RAINFALL THAT OCCURRED DURING THE MONTH OF MAY. MANY
  RIVERS AND STREAMS ARE STILL AT UNSEASONABLY HIGH LEVELS... WITH
  ANY ADDITIONAL HEAVY RAINFALL ONLY INCREASING THE POTENTIAL FOR
  FLASH FLOODING.
