...RAINS ALLEVIATE SOME MORE DRYNESS IN NORTHEAST IOWA...

SYNOPSIS...

ABOVE-NORMAL APRIL RAINS HAVE ALLEVIATED THE DRYNESS ACROSS MUCH OF
NORTHEAST IOWA.  THIS RAIN REDUCED THE DEFICITS SINCE NOVEMBER 1,
2014 TO LESS THAN 2.50 INCHES; THUS, THE ABNORMALLY DRY (D0)
CONDITIONS WERE REMOVED IN THESE AREAS.

WHILE THERE HAS BEEN SOME IMPROVEMENT IN THE DRYNESS ALONG THE
INTERSTATE 90 CORRIDOR, 3 TO 5 INCHES OF PRECIPITATION DEFICITS
STILL EXIST SINCE NOVEMBER 1, 2014 ACROSS FOUND IN PARTS OF
SOUTHEAST MINNESOTA, NORTHEAST IOWA, AND NORTH OF INTERSTATE 90.
ABNORMALLY DRY (D0) CONDITIONS REMAIN IN ALL OR PARTS OF ALLAMAKEE
AND CLAYTON COUNTIES IN NORTHEAST IOWA; AND MOWER COUNTY IN
SOUTHEAST MINNESOTA; AND ADAMS, CLARK, CRAWFORD, GRANT, JACKSON,
JUNEAU, RICHLAND, TREMPEALEAU, AND VERNON COUNTIES IN WESTERN
WISCONSIN.  ABNORMALLY DRY (D0) TO MODERATE DROUGHT (D1) ARE FOUND
IN ALL OR PARTS OF TAYLOR COUNTY IN NORTH-CENTRAL WISCONSIN.  NO
DROUGHT TO MODERATE DROUGHT (D1) ARE FOUND IN ALL OR PARTS OF DODGE,
OLMSTED, AND WABASHA COUNTIES IN SOUTHEAST MINNESOTA, AND BUFFALO
COUNTY IN WEST-CENTRAL WISCONSIN.

WITH NOAA`S CLIMATE PREDICTION CENTER PREDICTING BELOW-NORMAL
PRECIPITATION FROM MAY THROUGH JULY DROUGHT SEASONAL FORECAST IS
CALLING FOR THE DROUGHT TO CONTINUE ACROSS MUCH OF MINNESOTA AND
FROM NORTHWEST WISCONSIN SOUTHEAST INTO EAST-CENTRAL WISCONSIN, AND
FURTHER EXPANSION OF THE DROUGHT ACROSS MICHIGAN, PARTS OF
WISCONSIN, AND NORTHERN ILLINOIS DURING THE REMAINDER OF THE SPRING
AND EARLY SUMMER.  THEIR FORECAST BELOW IS BASED UPON A WEAK EL NINO
AND ABNORMALLY-WARM WATERS IN THE NORTHEAST PACIFIC.

IN THE APRIL 23RD RELEASE OF THE U.S. DROUGHT MONITOR, MODERATE
DROUGHT (D1) CONTINUED TO BE FOUND ACROSS MUCH OF MINNESOTA AND
SOUTH DAKOTA, EASTERN QUARTER OF NORTH DAKOTA, SOUTH-CENTRAL
NEBRASKA, AND FROM NORTHWEST TO EAST-CENTRAL WISCONSIN.  ABNORMALLY
DRY (D0) CONDITIONS EXIST ACROSS THE WESTERN THREE-FOURTHS OF NORTH
DAKOTA, NORTHEAST NEBRASKA, NORTHWEST AND EASTERN IOWA, NORTHERN
ILLINOIS, SOUTHERN AND NORTHEAST WISCONSIN, WESTERN UPPER MICHIGAN,
THE SOUTHERN HALF OF LOWER MICHIGAN, NORTHEAST OHIO, AND NORTHERN
INDIANA.

SUMMARY OF IMPACTS...

LOCAL AREA AFFECTED.

ABNORMALLY DRY (D0) TO MODERATE DROUGHT (D1) ARE FOUND IN ALL OR
PARTS OF TAYLOR COUNTY IN NORTH-CENTRAL WISCONSIN.

NO DROUGHT TO MODERATE DROUGHT (D1) ARE FOUND IN ALL OR PARTS OF
DODGE, OLMSTED, AND WABASHA COUNTIES IN SOUTHEAST MINNESOTA, AND
BUFFALO COUNTY IN WEST-CENTRAL WISCONSIN.

ABNORMALLY DRY (D0) CONDITIONS ARE FOUND IN ALL OR PARTS OF
ALLAMAKEE AND CLAYTON COUNTIES IN NORTHEAST IOWA; AND MOWER COUNTY
IN SOUTHEAST MINNESOTA; AND ADAMS, CLARK, CRAWFORD, GRANT, JACKSON,

WISCONSIN.

STATE AND LOCAL ACTIONS.

NO KNOWN ACTIONS ARE CURRENTLY TAKING PLACE.

FIRE DANGER HAZARDS.

AS OF THE MORNING OF APRIL 22ND, VERY HIGH DANGER WAS REPORTED IN
DODGE AND MOWER COUNTIES IN SOUTHEAST MINNESOTA.

MODERATE FIRE DANGER WAS REPORTED IN FILLMORE, HOUSTON, OLMSTED,
WABASHA, AND WINONA COUNTIES IN SOUTHEAST MINNESOTA; ADAMS,
CRAWFORD, GRANT, JUNEAU, RICHLAND, AND VERNON COUNTIES IN WESTERN
WISCONSIN.

HIGH FIRE DANGER WAS REPORTED IN BUFFALO, CLARK, JACKSON, LA CROSSE,
MONROE, TAYLOR, AND TREMPEALEAU COUNTIES IN WESTERN WISCONSIN.

AS A REMINDER, CITIZENS SHOULD ALWAYS CHECK WITH LOCAL OFFICIALS IN
THEIR AREA BEFORE UNDERTAKING ANY OUTSIDE BURNING.  CITIZENS ARE
LIABLE FOR DAMAGES AND SUPPRESSION COSTS OF ANY WILDFIRE THEY MAY
START.

RIVER AND STREAM FLOW CONDITIONS.

THE LONG-TERM DRYNESS SINCE LAST AUTUMN HAS CAUSED THE RIVER FLOWS
ALONG BLOODY RUN CREEK, CEDAR, AND VOLGA IN NORTHEAST IOWA; AND
PARTS OF THE BLACK, KICKAPOO, LA CROSSE, AND WISCONSIN RIVERS IN
WESTERN WISCONSIN.

CLIMATOLOGICAL SUMMARY...

ABOVE-NORMAL APRIL RAINS HAVE ALLEVIATED THE DRYNESS ACROSS MUCH OF
NORTHEAST IOWA.  THIS RAIN REDUCED THE DEFICITS SINCE NOVEMBER 1,
2014 TO LESS THAN 2.50 INCHES; THUS, THE ABNORMALLY DRY (D0)
CONDITIONS WERE REMOVED IN THESE AREAS.

MEANWHILE THE REMAINDER OF THE LA CROSSE HYDROLOGIC SERVICE AREA
CONTINUES TO SEE PRECIPITATION DEFICITS OF 3 TO 5 INCHES DURING THE
AFOREMENTIONED TIME PERIOD. AS A RESULT, ABNORMALLY DRY (D0) AND
MODERATE DROUGHT (D1) CONDITIONS CONTINUE ACROSS PARTS OF NORTHEAST
IOWA AND SOUTHEAST MINNESOTA; AND NORTH OF INTERSTATE 90 IN WESTERN
WISCONSIN.

LOOKING AHEAD FOR THE PERIOD OF MAY THROUGH JULY OF 2015, THERE ARE
ENHANCED PROBABILITIES OF BELOW-NORMAL PRECIPITATION DUE TO THE WEAK
EL NINO AND ABNORMALLY-WARM WATERS IN THE NORTHEAST PACIFIC.

PRECIPITATION/TEMPERATURE OUTLOOKS...

FROM APRIL 23RD THROUGH APRIL 29TH, BOTH TEMPERATURES AND
PRECIPITATION WILL AVERAGE NEAR-TO BELOW-NORMAL.  DURING THIS TIME
FRAME, THE DAILY AVERAGE TEMPERATURES RANGE FROM 48 TO 53 DEGREES
AND THE NORMAL PRECIPITATION IS AROUND 9 TENTHS OF AN INCH.

FROM APRIL 30TH THROUGH MAY 6TH, THE CLIMATE PREDICTION CENTER (CPC)
IS FORECASTING NEAR- TO BELOW-NORMAL TEMPERATURES AND BELOW-NORMAL
PRECIPITATION.  DURING THIS TIME FRAME, THE DAILY AVERAGE
TEMPERATURES RANGE FROM 51 TO 56 DEGREES AND THE NORMAL
PRECIPITATION IS AROUND 8 TENTHS OF AN INCH.

THE CPC SEASONAL OUTLOOK FOR MAY THROUGH JULY OF 2015 CALLS FOR
BELOW-NORMAL PRECIPITATION ACROSS MUCH OF MINNESOTA AND FROM
NORTHWEST WISCONSIN SOUTHEAST INTO EAST-CENTRAL WISCONSIN, AND
FURTHER EXPANSION OF THE DROUGHT ACROSS MICHIGAN, PARTS OF
WISCONSIN, AND NORTHERN ILLINOIS DURING THE REMAINDER OF THE SPRING
AND EARLY SUMMER.  THEIR FORECAST BELOW IS BASED UPON A WEAK EL NINO
AND ABNORMALLY-WARM WATERS IN THE NORTHEAST PACIFIC.

HYDROLGIC SUMMARY AND OUTLOOK...

RECENT RAINS HAVE KEPT FLOWS IN THE 25 TO 89 PERCENTILE OF
HISTORICAL DAILY STREAM FLOW.

BELOW-NORMAL PRECIPITATION ACROSS MUCH OF MINNESOTA AND FROM
