THE FLOOD WATCH FOR PORTIONS OF EAST CENTRAL MAINE AND NORTHERN
MAINE HAS BEEN CANCELLED.

ICE HAS FLUSHED OUT OF THE FORT KENT AND VAN BUREN AREAS AND
SHOULD BE HEADING OUT OF HAMLIN THIS MORNING. THE MAIN STEM
RIVERS ARE SHOWING SIGNS OF RECEDING AND CONDITIONS ARE IMPROVING
ACCORDING TO LOCAL LAW ENFORCEMENT AGENCIES. ROUTE 161 FROM SAINT
FRANCIS BACK TO THE ALLAGASH WAS REOPENED TO TRAFFIC.

THE MATTAWAMKEAG RIVER WAS STILL ABOVE FLOOD STAGE AND HAS
CRESTED. IT IS EXPECTED TO BEGIN FALLING LATER THIS MORNING AND
CONTINUE THIS TREND THROUGH THE WEEKEND. ALL OTHER RIVERS
INCLUDING THE PENOBSCOT AND PISCATAQUIS RIVER ARE RUNNING HIGH BUT
ARE RECEDING.

PEOPLE LIVING ALONG RIVERS SHOULD STILL MONITOR RIVER LEVELS TODAY.

* UNTIL 8 AM EDT THIS MORNING

* ICE WAS MOVING ON THE SAINT JOHN RIVER THROUGH MADAWASKA TOWARD
  GRAND ILSE. MUCH OF RIVER WAS OPEN OUTSIDE THIS ICE MOVEMENT ALL
  THE WAY DOWN INTO HAMLIN. THE ICE COULD BECOME LOCKED UP FOR A
  TIME NEAR GRAND ILSE WHICH WOULD LEAD TO WATER BACKING UP QUICKLY
  IN A SHORT PERIOD OF TIME. MINOR FLOODING IS POSSIBLE.

* ELSEWHERE, RIVER AND STREAM LEVELS ARE STILL RUNNING VERY HIGH
  WITH THE MATTWAWMKEAG RIVER IN MATTAWAMKEAG OUT OF ITS BANKS AND
  FLOODING IS OCCURRING IN THAT REGION. THE PENOBSCOT AND
  PISCATAQUIS RIVERS AS WELL AS THE STILLWATER RIVER ARE RECEDING
  AND BELOW FLOOD STAGE.

...FLOOD WATCH NOW IN EFFECT THROUGH FRIDAY MORNING...

THE FLOOD WATCH IS NOW IN EFFECT FOR

* PORTIONS OF EAST CENTRAL MAINE AND NORTHERN MAINE...INCLUDING
  THE FOLLOWING AREAS...PENOBSCOT AND AROOSTOOK COUNTIES.

* THROUGH FRIDAY MORNING

* MUCH COLDER AND DRIER AIR HAS HELPED SLOW RUNOFF AND IMPROVE
  CONDITIONS ACROSS THE REGION...HOWEVER MANY ROADS REMAIN CLOSED
  DUE TO FLOODING.

* ICE CONTINUES TO MOVE ON THE SAINT JOHN RIVER WITH MUCH OF RIVER
  NOW SHOWING OPEN WATER. THERE IS STILL SOLID ICE SOUTH OF VAN
  BUREN TO HAMLIN WITH SOME OPEN WATER. FLOODING IS OCCURRING IN
  AREAS NEAR ST FRANCIS. THERE IS AN ICE JAM ALONG THE AROOSTOOK
  THAT IS IMPACTING OXBOW ROAD. WATER LEVELS ARE RISING AND
  FLOODING IS OCCURRING AT THE ENTRANCE TO THE NORTH MAINE WOODS.

* THERE CONTINUES TO BE ONGOING FLOODING ALONG PARTS OF THE
  PENOBSCOT AND MATTAWAMKEAG RIVERS AS WELL AS IN THE TOWN OF
  DEXTER. ADDITIONAL FLOODING IS POSSIBLE THROUGH FRIDAY MORNING.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE
FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING SHOULD BE
PREPARED TO TAKE ACTION SHOULD FLOODING DEVELOP.
