...FLOOD WATCH IS CANCELLED...

THE FLOOD WATCH FOR THE NORTHERN COUNTIES OF SOUTHEASTERN TEXAS
HAS BEEN CANCELLED. THESE COUNTIES HAVE NOT RECEIVED THE AMOUNT OF
WIDESPREAD RAINFALL THAT WOULD NORMALLY WARRANT A CONTINUED FLOOD
WATCH. OTHER THAN SOME ISOLATED 6 INCH 24 HOUR AMOUNTS OVER SOUTHERN
SAN JACINTO COUNTY...MOST COMMUNITIES PICKED UP AN AVERAGE ONE HALF
AN INCH TO NEAR TWO INCHES OF RAIN. GROUNDS ARE NOT THAT SATURATED
AND CAN MOST LIKELY HANDLE ADDITIONAL FORECAST RAINFALL OF BETWEEN
A HALF AN INCH TO AROUND AN INCH THROUGH EARLY SATURDAY MORNING.

...FLOOD WATCH NOW IN EFFECT UNTIL 7 PM CDT THIS EVENING...

THE FLOOD WATCH IS NOW IN EFFECT FOR

* A PORTION OF SOUTHEAST TEXAS...INCLUDING THE FOLLOWING
  COUNTIES...AUSTIN...BRAZORIA...CHAMBERS...COLORADO...FORT
  BEND...GALVESTON...HARRIS...JACKSON...LIBERTY...MATAGORDA...
  MONTGOMERY...WALLER AND WHARTON.

* UNTIL 7 PM CDT THIS EVENING

* OVER THE PAST FEW DAYS THE REGION HAS RECEIVED COPIOUS AMOUNTS
OF RAIN...AN AVERAGE 2 TO 4 INCHES OF RAIN WITH SOME ISOLATED
AREAS PICKING UPWARDS OF 7 TO 8 INCHES. SHOWERS AND STORMS
DEVELOPED EARLY THIS MORNING AND HAD LITTLE TO NO MOVEMENT.
SCATTERED TO NUMEROUS SHOWERS AND THUNDERSTORMS ARE EXPECTED TO
REDEVELOP LATER TODAY...POSSIBLY FURTHER SOUTH AS CENTRAL COUNTY
MORNING ACTIVITY SAGS TOWARDS THE COAST. THE FORECAST IS FOR
POCKETS OF LIGHT TO MODERATE RAIN TO PUT DOWN ANOTHER 1 TO 2
  INCHES OF RAIN...LOCALLY 2 TO 4 INCHES...THROUGH TONIGHT. THE
POTENTIAL FOR TRAINING RAIN WILL ONLY EXACERBATE LOCALIZED
FLOODING GENERALLY IN AND AROUND THE CITY OF HOUSTON AND POINTS
WEST AND SOUTHWESTWARD. THIS ADDITIONAL RAINFALL WILL LIKELY
CAUSE NUISANCE STREET FLOODING AND LOW LYING AREAS TO GO UNDER
WATER. MOTORISTS SHOULD AVOID ANY FLOODED ROADWAY.

SOUTH MAYDE CREEK IN WESTERN HARRIS COUNTY IS CURRENTLY OUT OF
BANKS. RESIDENTS THAT LIVE NEAR LOCAL BAYOUS NEED TO CLOSELY
MONITOR BAYOU WATER LEVEL BEHAVIOR. DUE TO RECENT RUN-OFF
ISSUES...A QUICK BURST OF EXCESSIVE RAINFALL OVER THESE BASINS
WILL PROVIDE FOR RAPID BAYOU WATER RISES.

* TIMING AND LOCATION...PRECIPITATION IS ONGOING BUT SLOWLY
WEAKENING THIS MORNING. A LATE MORNING INTO EARLY AFTERNOON LULL
IS EXPECTED OVER THE MORE POPULATED AREAS OF HARRIS...MONTGOMERY...FORT
BEND...AND GALVESTON COUNTIES WITH A RE-GENERATION EXPECTED BY
MID TO LATE AFTERNOON. PRIMARILY RAIN SHOULD BE FOCUSED FROM
SOUTH OF A BELLVILLE TO CONROE TO LIBERTY LINE....SHIFTING
SOUTHERLY THOUGH THE DAY. DAYTIME HEATING WILL AID IN
REGENERATING ADDITIONAL POCKETS OF LIGHT TO MODERATE RAIN OR
SHOWERY WEATHER...WITH VERY LOCALIZED STRONGER CELLS QUICKLY
PRODUCING 2 TO 4 INCH PER HOUR RATES.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE
FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING SHOULD BE
PREPARED TO TAKE ACTION SHOULD FLOODING DEVELOP.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO
CROSS SAFELY. VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED
QUICKLY. IF YOUR VEHICLE STALLS...ABANDON IT AND SEEK HIGHER
GROUND IMMEDIATELY. RAPIDLY RISING WATER MAY ENGULF YOUR VEHICLE
AND ITS OCCUPANTS AND SWEEP THEM AWAY. MOVE TO HIGHER GROUND.

TURN AROUND...DON`T DROWN!

* THROUGH 7PM CDT FRIDAY EVENING

* SHOWERS AND THUNDERSTORMS HAVE ENDED OVER THE AREA FOR TONIGHT.
HOWEVER ADDITIONAL SHOWERS AND THUNDERSTORMS MAY DEVELOP ALONG A
FRONTAL BOUNDARY FROM SOUTH OF BRENHAM TO HOUSTON TO GALVESTON.
THESE AREAS HAVE ALREADY RECEIVED 1 TO 3 INCHES OF RAIN ON
AVERAGE WITH SOME LOCALIZED AREAS OF 5 INCHES OF RAIN. ANY
ADDITIONAL RAINFALL WILL QUICKLY RUN OFF AND CAUSE FLOODING IN
LOW LYING AREAS AND ALLOW FOR BAYOUS TO QUICKLY RISE. THESE
STORMS WILL AGAIN BE CAPABLE OF 2 INCH AN HOUR RAINFALL RATES
AND ANOTHER 1 TO 3 INCHES OF RAINFALL WILL BE POSSIBLE. THIS
ADDITIONAL RAINFALL COULD CAUSE FLOODING AGAIN.

* TIMING...STORMS COULD DEVELOP AGAIN SOUTH OF BRENHAM FROM 4AM TO
9AM WITH ADDITIONAL STORMS THROUGH THE AFTERNOON. SCATTERED
SHOWERS AND THUNDERSTORMS MAY CONTINUE INTO THE LATE AFTERNOON
AND DISSIPATE WITH THE LOSS OF DAY TIME HEATING.

* UNTIL MIDNIGHT CDT TONIGHT

* THE FLOOD WATCH FOR THE NORTHERN COUNTIES OF SOUTHEAST TEXAS HAS
BEEN EXTENDED UNTIL MIDNIGHT CDT. DOPPLER RADAR RAINFALL 48 HOUR
RAINFALL ESTIMATE TOTALS HAVE BEEN IN THE AVERAGE 1 TO 2 INCH
RANGE. RECENT GROUND MOISTURE VALUES INDICATE THAT THIS REGION
CAN HANDLE MORE RAINFALL THAN NEIGHBORING SOUTHERN COUNTIES. THE
PROBABILITY OF WIDESPREAD FLOODING ACROSS THE FAR NORTHERN ZONES
HAS DIMINISHED...BUT THE SLOW MOVEMENT OF THE CLUSTERING OF
NUMEROUS CELLS ALONG A LOW TO MID LEVEL CENTRAL TEXAS WEAK
BOUNDARY MAINTAINS THE THREAT FOR LATE AFTERNOON INTO EVENING
FLOODING. THERE IS A SLIGHT CHANCE THAT MERGING CLUSTERS OF
HEAVY RAIN AND OR STORMS WILL BUILD IN FROM THE NORTH AND WEST
AND CAUSE VERY LOCALIZED FLASH FLOODING CONCERNS. ADDITIONAL
  RAINFALL OF WIDESPREAD 1 TO 2 INCHES...WITH LOCALIZED 4 TO 5
  INCHES CAN BE EXPECTED.

* TIMING OF MODERATE TO HEAVY RAINFALL IS EXPECTED TO BECOME MORE
WIDESPREAD LATER THIS AFTERNOON AND CONTINUE INTO THE EVENING.

GREATER THAN 5 INCHES OVER AREAS OF WESTERN HARRIS...NORTHERN
MONTGOMERY AND SOUTHERN SAN JACINTO COUNTIES...WITH THE HIGHEST
6 HOUR TOTALS JUST NORTHWEST OF DOWNTOWN HOUSTON AND ALONG CLEAR

* A TROPICAL AIR MASS COMBINED WITH AN UPPER LEVEL DISTURBANCE
WILL CAUSE WIDE SPREAD SHOWERS AND THUNDERSTORMS. SOME AREAS
HAVE ALREADY RECEIVED 1 TO 3 INCHES OF RAINFALL THE LAST COUPLE
OF DAYS WHICH HAS SATURATED GROUNDS. SOME STORMS WILL BE CAPABLE
OF RAINRATES OF 2 INCHES AN HOUR WHICH COULD OVERWHELM DRAINAGE
BASINS CAUSING FLOODING. STORMS WILL ALSO BE MOVING SLOWLY AND
COULD MOVE OVER AREAS THAT RECEIVED HEAVY RAINFALL FURTHER
ADDING TO THE FLOOD THREAT. AREA BAYOUS MAY QUICKLY RESPOND
WITH RAPID RISES. OVERALL THE AREA COULD SEE ANOTHER 1 TO 3
INCHES OF RAIN WITH ISOLATED 5 TO 6 INCH AMOUNTS.

* TIMING - HEAVY RAINFALL COULD BEGIN AS EARLY AS 5AM TO 7AM CDT
THURSDAY BUT MOST LIKELY LATER IN THE MORNING BETWEEN 8AM AND
10AM CDT. HEAVY RAINFALL THREAT SHOULD CONTINUE INTO THE
AFTERNOON WITH MOST STORMS DISSIPATING WITH THE LOSS OF DAY TIME
  HEATING IN THE EVENING.

* MOST LIKELY AREA FOR HEAVY RAINFALL WILL BE FROM COLLEGE STATION
TO HOUSTON. AREAS NORTH OF THIS LINE ARE MORE LIKELY TO RECEIVE
HEAVY RAINFALL BUT COASTAL AREAS CANNOT BE RULED OUT DUE TO THE
LARGE AMOUNTS OF TROPICAL MOISTURE FOR STORMS TO DEVELOP.
