SOUTH CENTRAL PENOBSCOT COUNTY...

AT 755 AM EDT ORONO RESIDENTS ALONG THE STILLWATER RIVER REPORTED
WATER BEGINNING TO COME INTO THEIR HOMES. AT 835 AM WATER WAS
REPORTED TO BE FLOODING THE PARKING LOT ADJACENT TO THE RIVER AT
THE UNIVERSITY OF MAINE.

BOTH THE STILLWATER RIVER AND THE PENOBSCOT RIVER ARE RUNNING HIGH
DUE TO RUNOFF FROM SNOWMELT. THE RIVERS ARE EXPECTED TO CREST BY
EARLY THIS AFTERNOON AND RECEDE THEREAFTER.

PERSONS IN THE AFFECTED AREA...PARTICULARLY ALONG THE STILLWATER
RIVER NEED TO REMAIN ALERT FOR RAPIDLY CHANGING WATER LEVELS AND
MOVE TO HIGHER GROUND IF FLOOD WATERS THREATEN. FOLLOW ALL
INSTRUCTIONS FROM LOCAL EMERGENCY PERSONNEL.

AT 113 PM EDT...THE NATIONAL WEATHER SERVICE IN CARIBOU RECEIVED
MULTIPLE REPORTS THAT THE ICE JAM IN FORT FAIRFIELD HAD RELEASED. IT
IS NOW HUNG UP FURTHER DOWNSTREAM RIGHT ALONG THE INTERNATIONAL
BORDER. WATER LEVELS IN FORT FAIRFIELD WERE RECEDING.
HOWEVER...THERE IS ADDITIONAL ICE UPSTREAM CURRENTLY CAUSING
FLOODING NEAR MASARDIS. THIS ICE COULD RELEASE AT ANY TIME AND
POSSIBLY CAUSE ADDITIONAL FLOODING DOWNSTREAM.

A LARGE ICE JAM WAS ALSO REPORTED ON THE SAINT JOHN RIVER IN SAINT
FRANCIS EARLIER THIS MORNING. THIS JAM MAY HAVE AT LEAST PARTIALLY
RELEASED AS LARGE ICE FLOES WERE REPORTED TO BE MOVING THROUGH FORT
KENT. PERSONS ALONG THE SAINT JOHN SHOULD REMAIN ALERT FOR RAPIDLY
CHANGING WATER LEVELS AND MOVE TO HIGHER GROUND AT THE FIRST SIGNS
OF RISING WATER.

ALTHOUGH WATER LEVELS ARE LIKELY DROPPING ALONG THE AROOSTOOK
RIVER...MANY ROADS ACROSS THE COUNTY REMAIN CLOSED.  PLEASE
REMEMBER...YOU SHOULD NEVER CROSS A FLOODED ROAD. OBEY ALL ROAD

ICE MOVEMENT AND JAMS CONTINUE ON THE AROOSTOOK RIVER. ICE HAD MOVED
OUT OF WASHBURN WITH WATER LEVELS RECEDING, BUT ICE HAS NOW JAMMED
UP NEAR THE MASARDIS GAGE WITH WATER BACKING UP BEHIND THE JAM AND
RISING. THE LATEST STAGE AT MASARDIS WAS 17.50 FEET AND FLOOD STAGE
IS 17 FEET.

ANOTHER ICE JAM RESIDES AT ROUTE 1A BRIDGE IN FORT FAIRFIELD. WATER
WAS BACKING UP BEHIND THIS JAM AS WELL AND RISING. THE COLDER
