AND AFTERNOON AND BRING MODERATE TO HEAVY RAIN. LOOK FOR AN INCH
TO AN INCH AND A HALF OVER NORTHERN NEW YORK AND VERMONT. THE RAIN
WILL CHANGE OVER TO SNOW AND PRODUCE MINOR SNOW ACCUMULATIONS
BEFORE THE PRECIPITATION ENDS. AS A RESULT...HUMIDITY LEVELS WILL
REMAIN HIGH TODAY INTO TONIGHT. IN ADDITION TO THE RAIN...GUSTY
SOUTH WINDS WILL DEVELOP...ESPECIALLY OVER THE CHAMPLAIN VALLEY
WHERE GUSTS UP TO 50 MPH WILL BE POSSIBLE. HIGH PRESSURE BUILDS
