   FOOTHILLS FRIDAY AFTERNOON AND EVENING.

  *A FAIRLY STRONG FRONTAL SYSTEM WILL IMPACT INTERIOR NORTHERN
   CALIFORNIA LATE THURSDAY NIGHT THROUGH SATURDAY WITH LIGHT TO
   MODERATE RAIN. SNOW ACCUMULATION OF SEVERAL INCHES WILL BE
   POSSIBLE...WITH LIGHT ACCUMULATION POSSIBLE DOWN TO 4000 TO
   5000 FT BY SATURDAY MORNING. TRICK OR TREAT ACTIVITIES MAY BE
   WET THROUGHOUT THE REGION. THUNDERSTORMS WILL ALSO BE POSSIBLE
