...MOISTURE AND STORM DYNAMICS FROM TROPICAL STORM ODILE TO KEEP
FLASH FLOOD POTENTIAL ELEVATED ACROSS SOUTHWEST NEW MEXICO AND
FAR WEST TEXAS THROUGH THURSDAY...

.THE REMNANTS OF TROPICAL STORM ODILE IS MAKING SLOW PROGRESS
THROUGH SOUTHEAST ARIZONA AND WILL TRACK INTO THE GILA REGION
TONIGHT AND THURSDAY. DEEP SOUTHERLY FLOW IMPORTED A VERY WET
TROPICAL ATMOSPHERE OVER THE BORDERLAND AHEAD OF THIS SYSTEM.
WIDESPREAD HEAVY RAIN PRODUCING RAIN SHOWERS AND EMBEDDED
THUNDERSTORMS WILL CONTINUE TO DEVELOP OVER SOUTHERN NEW MEXICO
AND FAR WEST TEXAS THROUGH THURSDAY. 2 TO 5 INCHES OF RAINFALL IS
LIKELY OVER SOUTHERN NEW MEXICO WITH THE HIGHEST AMOUNTS EXPECTED
FOR THE GILA REGION. EXCESSIVE RUNOFF OVER THE GILA REGION WILL
CAUSE THE LEVELS IN THE GILA REGION TO RISE TO NEAR OR ABOVE
FLOOD STAGE ON THURSDAY.

THE FLASH FLOOD WATCH CONTINUES FOR

* A PORTION OF NM...INCLUDING THE FOLLOWING AREAS...SOUTHERN
  GILA HIGHLANDS/BLACK RANGE...SOUTHWEST DESERT/LOWER GILA RIVER
  VALLEY AND UPPER GILA RIVER VALLEY.

* THROUGH THURSDAY EVENING

* SCATTERED SHOWERS AND THUNDERSTORMS TODAY WITH MODERATE TO HEAVY
  RAIN. AN AREA-WIDE INCREASE IN RAIN COVERAGE TONIGHT THROUGH
  THURSDAY AS THE REMNANTS OF ODILE MOVE ACROSS FROM THE WEST.

* NORMALLY DRY ARROYOS...STREAMS...AND RIVER COULD BE QUICKLY
  FILLED WITH FAST MOVING WATER...MUD AND DEBRIS. LOW WATER
  CROSSINGS WILL LIKELY BECOME IMPASSABLE. SEVERAL RIVERS WILL
  LIKELY REACH BANKFUL AND RISE ABOVE FLOOD STAGE. FLOODING OF
  HOMES AND BUSINESSES IN LOW LYING AND FLOOD PRONE AREAS WILL BE
  POSSIBLE. SOME FLOODING COULD BECOME LIFE THREATENING. PEOPLE
  LIVING IN FLOOD PRONE AREAS SHOULD BE PREPARED TO TAKE ACTION IF
  RISING WATER IS SEEN.

THE FLOOD WATCH CONTINUES FOR

* A PORTION OF SOUTHEAST TEXAS...INCLUDING THE FOLLOWING
 COUNTIES...AUSTIN...BRAZORIA...BRAZOS...BURLESON...CHAMBERS...
 COLORADO...FORT BEND...GALVESTON...GRIMES...HARRIS...HOUSTON...
 JACKSON...LIBERTY...MADISON...MATAGORDA...MONTGOMERY...POLK...
 SAN JACINTO...TRINITY...WALKER...WALLER...WASHINGTON AND
 WHARTON.

* THROUGH THURSDAY EVENING

* A TROPICAL AIR MASS COMBINED WITH AN UPPER LEVEL DISTURBANCE
  WILL CAUSE WIDE SPREAD SHOWERS AND THUNDERSTORMS. SOME AREAS
  HAVE ALREADY RECEIVED 1 TO 3 INCHES OF RAINFALL THE LAST COUPLE
  OF DAYS WHICH HAS SATURATED GROUNDS. SOME STORMS WILL BE CAPABLE
  OF RAINRATES OF 2 INCHES AN HOUR WHICH COULD OVERWHELM DRAINAGE
  BASINS CAUSING FLOODING. STORMS WILL ALSO BE MOVING SLOWLY AND
  COULD MOVE OVER AREAS THAT RECEIVED HEAVY RAINFALL FURTHER
  ADDING TO THE FLOOD THREAT. AREA BAYOUS MAY QUICKLY RESPOND
  WITH RAPID RISES. OVERALL THE AREA COULD SEE ANOTHER 1 TO 3
  INCHES OF RAIN WITH ISOLATED 5 TO 6 INCH AMOUNTS.

* TIMING - HEAVY RAINFALL COULD BEGIN AS EARLY AS 5AM TO 7AM CDT
  THURSDAY BUT MOST LIKELY LATER IN THE MORNING BETWEEN 8AM AND
  10AM CDT. HEAVY RAINFALL THREAT SHOULD CONTINUE INTO THE
  AFTERNOON WITH MOST STORMS DISSIPATING WITH THE LOSS OF DAY TIME
  HEATING IN THE EVENING.

* MOST LIKELY AREA FOR HEAVY RAINFALL WILL BE FROM COLLEGE STATION
  TO HOUSTON. AREAS NORTH OF THIS LINE ARE MORE LIKELY TO RECEIVE
  HEAVY RAINFALL BUT COASTAL AREAS CANNOT BE RULED OUT DUE TO THE
  LARGE AMOUNTS OF TROPICAL MOISTURE FOR STORMS TO DEVELOP.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE
FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING SHOULD BE
PREPARED TO TAKE ACTION SHOULD FLOODING DEVELOP.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO
CROSS SAFELY. VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED
QUICKLY. IF YOUR VEHICLE STALLS...ABANDON IT AND SEEK HIGHER
GROUND IMMEDIATELY. RAPIDLY RISING WATER MAY ENGULF YOUR VEHICLE
AND ITS OCCUPANTS AND SWEEP THEM AWAY. MOVE TO HIGHER GROUND.
